The story starts with a town inventor teaming up with a weathergirl to find out why the rain has stopped falling in their town, and leads you onwards through the tale with a storyline that tries to show how quickly people can change their views (and allow them to be changed) about other people.
There are some especially entertaining 3D scenes where food is falling from the sky, and overall the inventiveness is maintained throughout the whole of the film, with the producers clearly having a great time feeding visual effects into almost every scene.
